Not in the US it’s not. Social Security is the name of a plan that sets aside part of your pay every week toward your retirement. It has nothing to do with health insurance.

Social health insurance would be medicaid and medicare. Social security would be a retirement plan that employers and employees contribute to.
No. Social security is a supplemental retirement plan with monthly cash payments that you can spend any way you want.
